The Healthy Homes (Guarantee) Bill explained - 10th Jan 2018

What is it? The Bill amends the Residential Tenancy Act 1986 and will set new minimum standards for heating, insulation, ventilation and drainage in rental homes that landlords will be required to meet.
But didn’t landlords already have requirements to meet? Yes but now they have specific requirements around ensuring a rental property is warm and insulated.  
The law will require landlords to guarantee that any new tenancy from July 1, 2019 must be either properly insulated or contain a heating source able to make the home warm and dry.  All tenancies must meet the new standards by July 1, 2024.
What will the standards be? The exact requirements are not in the bill, but will be set by the Government before 2019. Grants of up to $2000 will be available for eligible landlords to upgrade their stock. The ‘standards’ are still to be determined but will impose requirements in relation to heating, insulation, ventilation, moisture ingress, draught stopping and drainage. Landlords will also be responsible to not only install and provide such things to meet the standards (a heater) but they will also be bound to maintain and replace them over time. An example may be a minimum heating or temperature requirement in a rental home, a landlord will required by law to meet this minimum temperature by installing a thermostatically controlled heater or heat pump and then maintain it to ensure the temperatures achieved.    
So what’s the timeframe? All new tenancy agreements will need to meet the new standards within a year of the Bill coming into force. Existing tenancy agreements will need to be updated with the new requirements within 5 years of the Bill coming into effect.
Healthy Homes Bill timeline – The Bill was originally introduced into parliament in October 2015 and was finally ratified in December 2017.
